Quarterly Tariff Adjustment (QTA) Explained: What Changes on Your Bill and When

What is Quarterly Tariff Adjustment (QTA)?

While Fuel Price Adjustment (FPA) accounts for monthly fuel cost variations, Quarterly Tariff Adjustment (QTA) covers non-fuel operational costs and capacity payments across 3-month operational quarters.

QTA accounts for four primary cost components determined across power generation and transmission utilities in Pakistan:

  • Capacity Payments: Fixed availability payments owed to Independent Power Producers (IPPs) regardless of power dispatch volume.
  • Variable Operations & Maintenance (O&M): Maintenance costs for power generation plants.
  • Transmission & Distribution (T&D) Losses: Adjustments reflecting actual line loss metrics versus allowed benchmarks.
  • Exchange Rate Variations: Currency exchange fluctuations affecting US dollar-indexed power purchase agreements.

How QTA Surcharges are Billed Over 3-Month Windows

Once NEPRA approves a quarterly adjustment determination, the total recoverable amount is typically spread across a 3-month billing window (e.g., February to April, or June to August) to prevent sudden payment spikes for electricity consumers.
